Conciliation for Equality in the XXI century
This project was undertaken for implementation by the UNESCO Club of Pireaus. The chairman and members of Aeiforum played a key role and this is the reason we present it here.

Project Summary
Women’s collective is a vulnerable group since it finds difficulties in access to employment, training and labour promotion. Those difficulties are perceived as a general lack of opportunities that leads to a sensation of lack of autonomy and difficulties in personal realization and promotion. This situation does not affect every woman equally, and it possibly has more affectation on those women over 30 years and those living in rural areas.
Advances on equal opportunity mean also advances on competitiveness, and it is a key factor in the current economic times. Advances on equality means, indeed, moving towards a new productive model and it is also an improvement factor for companies and working people. Nowadays, advances on equality stands for a key factor for facing the current economic situation.
The goal of this project is to identify the measures for personal and work conciliations that are established on the territories. Detecting and assessing the different training actions and their aims: cultural and mind changes through training, information and awareness programmes. The phases of the project are:
1. To analyze legislation and regulations to be applied in each territory
2. To study on the application of conciliation regulations
3. Detection and analysis of training activities addressed to the responsible person of applying conciliation measures (HR, direction,…)
4. Identify best practices in training to provide tools for conciliation.
5. Identify Good Practices at a business level to encourage conciliation and the impact of these measures on access to work.
Rationale
Gender equality must be considered as a means to:
– Promoting growth and employment, and not as a cost or an imposition;
– Increasing the economic independence of women, in this way they will consume more goods and services;
– Investing on human resources by imposing equality of access to vocational training and learning throughout life, valuing better the experience and diversity;
– Creating conditions for a better conciliation between work, family and private life, proposing a flexible organization of working schedule to be decided according to the interests of both companies and employees, increasing assistance services, regarding children not as a cost but an investment, and encouraging men to participate in housework;
– Promoting entrepreneurship character among women, supporting the creation and transfer of business and improving their access to financing;
– Reducing active poverty (low-paid workers, marginal workers and one-parent families usually are women) through a major access to a workplace, a safe job and decent salaries.
What is the situation of equality in the EU like?
• Female employment increases but remains lower than the male one, although there is a majority of female students and university graduates.
• Women keep on earning on average a 17.4% less than men per hour worked and this figure does not change.
• Women are still seriously underrepresented in positions of economic and political decision, although their presence has increased during the last decade.
• The sharing of family responsibilities is still unbalanced.
• The risk of poverty is greater in women than in men.
• Women are mainly the victims of gender-based violence and women are more vulnerable to trafficking of human beings.
Partners contribute to this project with knowledge about application on their territories and others in the European Union.
Objectives and Strategy
The main goal will be to determine the level of conciliation among partners and identify new actions that allow the improvement of this conciliation.
• promoting equal opportunities in employment and the access to it, with no distinction between men and women; and access to employment for women who have been out of the job market and have faced specific difficulties in it, through the conciliation of family and professional lives.
• Generating best training practices in conciliation
• Partners to know other realities that may be applied to some extent in their territories.
• Determining what services to support conciliation of family and professional lives are most useful.
